Bio: Ted Palmer was a corrupt U.S. Marshal. After corporate whistleblower Eugene Daniels had entered witness protection with his daughter Jessica, Palmer had been contacted by Eugene's former employer and offered a million dollars to retrieve the "endless smoking guns" in Eugene's possession. However, Eugene and Jessica had fled witness protection, possibly because of Palmer, and had wound in Smallville under the aliases Ed and Jessie Brooks. Thanks to Jessica's ex-boyfriend Kyle, Palmer had managed to track them down. Things had come to a head when Clark Kent, under the influence of red kryptonite, had demanded Jessie hand over her dad's evidence in order to collect the money himself. Palmer had shown up and threatened Jessie, and had wound up fatally shot by Eugene.
