Bio: Sam Phelan was a rogue cop for Metropolis P.D. In 1999, Phelan had helped Lex Luthor cover up a shooting at Club Zero in Metropolis. Lex had attended the club with his friend Amanda Rothman, when they'd run into Amanda's cheating fiancé Jude Royce. Accusing Lex of bringing Amanda there on purpose, Jude had fought with Lex, and in the scuffle, Amanda had shot Jude, using a gun owned by club bouncer Max Kasitch. Protecting Amanda, Lex had told Phelan that he and Max had struggled for the gun, when it had gone off and killed Jude. For his part of the cover-up, Phelan had written in his report that Max alone had shot Jude, before receiving a big payoff from Lex's father Lionel. In early 2002, while under investigation from Internal Affairs, Phelan had witnessed Clark Kent use his abilities to save someone's life, and had then blackmailed him into using those abilities to steal Phelan's file from IAB. When blackmail didn't work, Phelan had then resorted to threatening Clark's family. So, reluctantly, Clark had broken into the apartment of an IA detective, finding a safe that had contained the rogue cop's file. However, rather than turn over the file to Phelan, Clark had instead dropped the safe onto Phelan's car, setting off alarms and alerting the authorities. In return, Phelan had framed Jonathan Kent for murder, though had offered to exonerate him on the condition that Clark help him retrieve his "retirement fund," namely a jeweled breastplace worth ten million dollars, from the Metroplis Museum. Rather than steal the breastplace, though, Clark had waited until Phelan's fingerprints were on it, then had tossed the breastplate outside, where Lex and the authorities had been waiting. Clark had then supersped away, leaving Phelan to deal with the authorities. Refusing to go quietly, Phelan had ended up in a shoot-out and become fatally wounded. As Phelan lay dying, Lex had tried to ask Phelan what he'd had on Clark, to which Phelan replied with his last dying breath, "Go to hell, Luthor."
