Bio: A former doctor, Toby is an "on-call specialist," making house calls to patients no questions asked and getting paid in liquor. In 1999, billionaire Lex Luthor had been injured in a scuffle at Club Zero, and as part of a cover-up, Lex had been referred to Toby by crooked cop Sam Phelan. In early 2002, Lex had called upon Toby to stitch up Kyle Tippet, who had temporarily been a fugitive from the law.
